Note: This procedure involves editing a game file; create a backup copy of the 
file before proceeding. Use a text editor to edit the "game.ini" file in the 
game folder. Changes the following lines to their new values:

FedLevel=100 
KliLevel=200 
RomLevel=300 
TauLevel=400 
MetLevel=500 
HubLevel=600
